GHG Inventory

One of the strategies to address climate change is to reduce the amount of greenhouse gas emissions in the atmosphere. The international community recognized its importance when over 192 countries adopted the United Nations Framework Convention on Climate Change, whose ultimate objective is to stabilize greenhouse gas concentrations in the atmosphere.at a level that would prevent dangerous anthropogenic interference with the climate system which should be achieved within the time frame sufficient to allow ecosystems to adopt naturally to climate change, to ensure that food production is not threatened and to enable economic development to proceed in a sustainable manner.

In the preparation of both the Initial National Communication (INC) and the Second National Communication (SNC), the Philippine government procured the services of consultants to conduct the national inventory and to write the inventory report. The Government saw the need to institutionalize the GHG inventory reporting process in relevant government agencies due to the sensitivity of data and information in these activities as well as meet the requirements, as Country Party to the UNFCCC, for a more comprehensive mitigation analysis for climate-responsive planning and regular submission of reports. Thus in 2011, the Climate Change Commission (CCC) spearheaded the institutionalization of the PGHGIMRS.
